4.3 L 175 HP Top Speed at WOT

I'm considering the purchase of a 1989 Sea Ray 220 overnighter that was re-powered with a new 4.3L (175 HP) mercruiser engine in 2007. The seller says it will reach a top speed of 28 MPH at WOT of 4200 RPM. This seems low to me. The dry weight is 3500 lbs. Is this normal for this power package and boat set-up?

There is a prop calculator on the Mercury Marine website that uses hull weight. Go there and you should see all you need to know about that set up....
