You don't say what year.....but if it's carbed..Looking down the throat, when the throttle is opened, you should see fuel sqirting. If not, accelerator pump does not work..rebuild or replace carb. Also, the choke shutter should be closed with some spring pressure and not open fully until the engine has warmed. As far as the 1500 rpm until it warms up, thats a normal start procedure for a carbed engine.

I'm using my new login because I couldn't get the old one. My boat is a 1995 and it has a 4 barl carb. What is the accelerator pump and can I replace it?

Pump and it's spring come in the carb rebuild kit. Have to disassemble the carb to get to it. If you have never had a rochester apart, take it to a reputable shop for a rebuild. If the pump is not working, it has either been assembled wrong or it's time for a rebuild/replace anyway.
