4.3 mercruiser backfiring

4.3 mercruiser back firing when trying to start.I have checked firing order and it check out right boat has been sitting for about three years also tried gas in carb and still back fires can not get it to run.

Is the cap full of moisture? What year? Carbed, or EFI? Serial number would be best.
