4.3 Mercruiser Carburetor Flooding (I think)

I'm having issues with my 2001 4.3 Mercruiser Mercarb flooding. I just rebuilt it and it started great last week, so I took it for a test drive. Test drive didn't go so well, had to swim it in. Got home and pulled the spark plugs and found a bunch of fuel. Now it only tries to start WOT. I'm about to pull the carb again. Any ideas?

evidently the needle and seat are leaking or you set the float level wrong.
