4 Cylinder older 90 HP Johnson wont start

I am fixing this for a friend. The starter will barely turn the motor over. I removed all the plugs and it turns over easily spins fast. I have 90 PSI in al four cylinders all within a pound of each other. Marine battery is fully charged and load tested good. All connections are clean and tight from the battery to the starter. Here is my diagnosis, bad starter. I just want the opinion of the more knowledegable so my pal doesnt waste money on a starter he doesnt need that I reccomended. Thanks love this site!!!

Take the starter off and have a look inside. If the connections are all good and the battery is good, that's next on the list and it doesn't cost anything to look.

Sounds like bad armature or brushes in the starter.

See if you can find a generator / starter shop to rebuild it if it needs it, it will cost a lot less then a replacement.
