4 hp gnat impeller change now wont go in gear

I removed the lower unit then replaced the impeller. Put it all back together and now putting it in forward or neuatral does nothing. The rod that comes from the hift lever is going in a hole right around the water pump. I dont see a way to get at the gear from the top. Kind of at a loss for what to do.
