I have an 86? 40 hp Evenrude on a 13 Whaler, I bought the engine used and the first season I had no issues. This year however it is not giving me enough power to get on a plane. In the driveway with water hooked up it sounds fine and seems to rev. quite well, when I drop it in the water and hit the gas it goes about 5 mph. I seem to have spark on both cylenders. I replaced the power pack and one of the little square black boxes, voltage regulators? This did nothing. I did not check compression but it was strong when I bought it and it has only been used about 5 times so I don't think that is the issue. This engine is heavier than the origional 1972 40hp and it is hard to keep the water from hitting the back end when you slow down but I don't think that is the cause. Any help would be appreciated. I have not changed the spark plug wires. Thanks.
