40 hp Evenrude power issue

I have an 86? 40 hp Evenrude on a 13 Whaler, I bought the engine used and the first season I had no issues. This year however it is not giving me enough power to get on a plane. In the driveway with water hooked up it sounds fine and seems to rev. quite well, when I drop it in the water and hit the gas it goes about 5 mph. I seem to have spark on both cylenders. I replaced the power pack and one of the little square black boxes,voltage regulators? This did nothing. I did not check compression but it was strong when I bought it and it has only been used about 5 times so I don't think that is the issue. This engine is heavier than the origional 1972 40hp and it is hard to keep the water from hitting the back end when you slow down but I don't think that is the cause. Any help would be appreciated. I have not changed the spark plug wires. Thanks.

probably dirty carbs. clean and rebuild.

My guess is that it's running on one cylinder. Reving it in the driveway without a load means nothing. An engine running on half its cylinders will sound normal. With the engine running, pull one plug wire using an insulated tool. If that cylinder is operating, the engine should die or at least slow significantly. If no change is noted, that cylinder is not running. You then need to determine if it is a spark or fuel issue. Squirt a fuel/oil mix into the carb for that cylinder. If the engine picks up, it's a fuel issue. If not, it's very likely a spark issue. It may also be as simple as a fouled plug. Have you pulled them and examined their condition?

Yes, the plugs looked good. Once when I pulled the top wire I noticed a difference in the sound after messing with the wire and reataching I tried and noticed no difference in sound. I will try the fuel in carb sugestion if I can get back to it this weekend (1. hr. away from me). Thanks for the input, I will post results. Thanks,
