40 HP Johnson Wont Start But Has Spark

I have a 1969 40 HP Johnson Motor that is in very good condition along with an evinrude electric start. When i try to turn it over it makes a noise like it wants to start but it wont. It does have a spark, new spark plugs and new battery, after i turn it over about twice it wont turn over anymore. Please Give me some sugestions about what to do. Thanks

I'm puzzled by what you said about it turning over twice. You might expand on that a bit for us. Have you tried to turn the engine over with the plugs out?
