40 hp loses power at full throttle

New here, have gained a lot of info in the past now need help. 1989 40 hp Mercury 4cyl 2 stroke loses power at high full throttle after about 10 min., doesn't die but only has just above idle speed. I have removed carbs and no debris inside, fuel lines and filter new, fuel fresh and switched tanks while acting up and no change. Runs fine at home with muffs on.
The battery voltage when first started is 13.5 and creeps up to just over 17 after 5 min or so. I ohmed the stator and across the red and red white I get 148.5 ohms, across the blue and blue and white I get 7.15k ohms and across the yellows I get 1.1 ohms. Is it safe to say that the stator is no good and possibly the cause of my problem? It als starts fairly hard both cold and warm.

If it revs up fine in neutral, or on the muffs, it's unlikely to be the stator. I'd still be looking at the fuel system.

Wiring of the stator is - red and red/white, high speed. Blue and blue/white, low speed. Yellow, battery charging circuit.

If the stator was faulty, it would fail regardless of whether it was in gear or on the muffs...
