40 HP Mariner Magnum Year? and Wont Come out of Gear

Hi recently was giving a nice 17ft skiff with a 40HP Mariner Magnum Outboard on it. Below is the serial #. I think it is a 1989 but I want to make sure before I buy a manual.

Also the motor is in forward gear and will not disengage to neutral or reverse. The linkage on the motor moves back and forth but it doesn't do anything for taking it in or out of gear. Any thoughts?

Hi. Finally getting to this project. Got the motor out of gear. I need to buy a new control box as mine is rusted solid.

My question is can I buy a standard 8 pin quicksilver box and plug and play?
