40 HP 1977-79 Mercury 402 Outboard Motor

I just fixed all the gas/gas line issues and now the motor is running good but I have a second problem:

The motor starts and idles good but when I put it into gear (forward) it doesn't want to getup and go. With the throttle wide open it merely trolls on the water. In WOT position it sounds like it sometimes wants to "go" but just doesn't. Where can I start in diagnosing this problem? :confused: Thanks.

I'm pretty new to boat motors so where can I find the "high speed jets" and how do I clean them? Is a carb. rebuild kit a good idea also?

The high speed jets are in the carbs. Rebuild kits would be in order. Be sure to clean every port and orfice with carb cleaner and blow them out with compressed air.
