40HP engine problem (with pics)

Hi all, this is my first post and hoping someone could help me.

I have a 40hp Mariner Code 6E9 S 019044, Which is a 1993 I believe.

I have just bought this engine for my boat and am having problem tuning it properly. The engine revs erratically, high at idle and then will slow down and stall eventually. I had it running on the boat yesterday but was very tempermental again, up and down in the revs and almost sounds flooded after going over a big wave??

The carburetors (2) are KEIHIN (japan). I have stripped the carb down and found some debri in the bowl but the jets were all clean and clear. I did notice that one float was sitting slightly higher than the other but the floats can't be adjusted because there plastic. The mixture screw according the the manual should be wound right in and then turned out between 1 1/4 - 1 3/4 turns, but the it wont even fire at these settings? I find that I have to turn it out well over 3-4 turns just to get it started??

The spark plugs look in good condition, although I did find one was rather loose so I thought this may have been the inital reason for the upset engine running but it is still the same :confused:

My first question is why is everything covered with water? One of your pictures looks as though there is water sitting in the fuel inlet nipple. Looking at your pictures, I would say those carbs are still dirty inside. Tear them down COMPLETELY. All jets, plugs, etc. Get your self a can of Mercury Power Tune, and soak them with this chemical for several hours. I would start there.

100% agree... them carbs are filthy...still green on inlet & high speed.

Thanks, The water is just rain water, I got caught up in a shower...

The pic of the carb is what I took before I had cleaned it...no green debris or solids were left in the carb...

any ideas on the plastic floats? can they be adjusted? anyone had a engine of this kind do this before?
