it starts after choke primmer but wont stay running at all.

I have cleaned and checked carbs, changed the fuel pump, fresh gas and oil,

start at the beginning, spark check, compression check.

are you using your primer to try to keep it running?

yes i have used the primmer to keep it running.

does that mean its a fuel issue?

When it's about to die, if you pump the primer bulb it continues to run? sounds like it could be a bad fuel pump, or you could be drawing in ALOT of air after the primer bulb (split in the fuel line, bad gasket at the carb) It would have to be a BAD leak for that to happen though, I'd look at the fuel pump.

if i use the electric choke i can keep it running for a little while.

what else should i check?

i have changed all the fuel lines, cleaned the carbs, set the floats, changed the spark plugs .

i just wont idle and stay running

If you can keep the motor running using the choke, it's a fuel delivery problem. Again, fuel pump would be the main culprit, but not for sure. Have you checked the lines running from your tank to the motor, primer bulb, filter in tank etc? If so, rebuild/replace the fuel pump would be my first move.
