My 90 HP Force was doing that, I never pulled any plugs to see what happened. Pulled starter, diassembled it and lubed shaft bushings. Haven't had a problem since.

as previously stated, your starter sounds like it needs some attention.The deal of pulling the plug ,spinning it, reinstalling the plug is just loosening the armature shaft ,possibly rusted up,or brushes that need replacing . check the amp draw on the starter,and that should tell the tale.Keep us posted what you find,hope this helps.
