40hp gale soverign, no start.

So imm not to sure of the yr of this motor but it has spark and no start. plus i dont have the key its in ontario. so hot wiring it i think is doing what it should to start it. plugs arnt wet so no fuel back there. fuel is in trottle body but i dont know how far i can go with out needing gaskets. the heads were rebuilt long time ago before it sat for a while. so they should be all good. i have not much idea on what way to go next, i even poured fuel in the heads put plugs back and it fired for the second.
so if anyone could help me out that would be great, i have a few more pic's if anyone could figure a year or what to do next. Thanks..

How are you trying to start it, by "hot wiring", you cannot use the recoil?

If fuel is not getting to the plugs, time to pull the carb for a clean/rebuild
