40hp Johnson 1/2 power won’t plane

86 40hp Johnson feels like 1/2 power on water just plows and won’t plane. Good compression 115 both cyl’s new fuel lines and fuel pump to replace vro. Good spark. Sounds briefly better when choked could this be anything other then high speed jet? Fresh gas and fuel filter also, no air leaks

I am assuming your replaced the vro with a standard fuel pump.Sure it is the right one? Or did you just disconnect the vro. If you can "choke" it and it runs better it might be time to clean the carbs. Does the spark jump a good 1/2 with a blue spark? Orange spark won't cut it. You need to check spark with an open air gap tester.
