40hp mariner no top end

my dad has a 40hp mar. at at w.o.t.it has half speed but when we pull choke out half way it runs perfect.any help plz.

we looked at that and it is relesing we thought maybe carbs.or pump out

when you manually adjust the choke she runs good???

yes thats it only when we pull it out half way
