40hp mariner wont turn over.

I have a 40hp manual start mariner 2 stroke,i bought it 3 months ago and it ran fine on demo. it has been stored in a dry cupboard for 3 months.
I tried to start it and the pull cord would not turn the motor over,if i used 2 hands i could turn it very slowly,but could get no starting speed. with the plugs out it spins over as it should put plugs back in and abnormally hard to turn,i thought it was hydro locked but the cure for that is plugs out spin over cured.The only thing i can think is causing this is stuck reed valves.Any ideas gratefully recieved.Thanks.Ronnie.

Sounds like it may be in gear.
verify its in neutral.
