45 HP Classic 50 link and sync

1987 4 cylinder 2 stroke. The previous owner had everything way off trying to fix the problem I'm after. I'm turning the motor on the starter with just the #1 Plug in for the timing light until tomorrow to check it on the water. The service manual i have sucks as far as specifics go for this procedure. I have the idle timing at 9° ATDC and full advance at 32° BTDC. When should the throttle cam start to touch? From what I can make of the service manual it should touch at idle and fully open at full advance with a .010 gap clearance left where the WOT adjustment is touching the carburetor arm? This motor acts like its not running on all 4 cylinders. Runs great until under load @ high RPM. New fuel lines, spark plugs and wires, carburetors cleaned, good spark and compression.
