470 Charging question

Ok '81 vintage 470, all stock including charging system (not yet converted)
We've run the boat a half dozen outings since we bought it in Feb, I do get
an indication of 16-17 volts part of the timeI've verified it with a multi meter
and the fish locator has a built in volt gauge, it usually will give this reading for 3-5
minutes then settles down to 13-14. I know an extended period of time could be
real bad, but off and on for a few minutes how paranoid should I be? Last time out
I was metering and monitoring the battery while the wife drove WOT, probably 5
minutes at 16.5-17 then it dropped down, battery never got warm, is this just
how a regulated system behaves, rather than constant steady voltage? And please
no haters, I know I have satan's motor, and I know I need to get it converted,
just wondering if it is telling me it's dying, or if it is semi normal for the demon spawn
charging system........

17 volts? That's one of the Zeners breaking down.... x3 for the conversion...
