470 trim no down trim

I have a 79 ranger with a 470 engine. My power trim will only trim up. It kinda trims down from the trailer position but then stops. If I release the down trim button the unit will trim/fall on its own from gravity. So I disconnected the trim cylinder from the lower unit and noticed that the left cyl. will move up/down just fine. The right cyl. will move up just fine but only move down a few inches and then quits. Plenty of fluid and I have bled system twice now, following instructions in the Clymer manual. Any suggestions? thanks.

Could the reverse lockout cause this problem? If so, how do I test it? Adjustment? Bypass it?

sounds like the one trim ram is faulty

have you tried oiling the ram to see if that helps it retract??

have someone stand on the drive while you trim it in, sometimes those old ones need a little persuading

The thing is, I just rebuilt it with new seals cause it was leaking. Could I have done something wrong? It pushes out fine but wont pull back in all the way. Just about 1/4 way and then acts like its outta fluid but its not. Thanks for the help.
