This '96 motor's fuel pump won't let the fuel go through while pumping the bulb. Doesn't the manifold line go to the outside edge and the fuel to carb line go to the inside port?

do not understand your question. did you check filter. the manifold is after the fuel pump. it splits fuel from pump, to both carbs, and to the primer solenoid.
