If the lakes don't have a horse power limit i would get the nicest bass boat i could find for the money. If they do have a limit i would get something like a small 10 to 12 ft v hull with the most horse power the lake allows and the boat would safely handle.

What kind of fish are you fishing for? Are you trolling? Bank fishing?

I'll give you my $4,000 purchase experience that I'm still dealing with!

Got a 1987 Champion Bass boat 2 years or so ago, and it's been a money pit :) Of course, the jerk I bought it from swindled me, I won't go into it no need to, but point is keep in mind the type of boat you want, is $4,000 feasibly going to give you that type of boat that won't require an additional $1000 worth of work a month later...

The positive side to my boat is I've sure learned a lot of stuff (a lot from this forum, thanks!) so my next "used boat" will have a more informed owner.

Well I bought a used 1990 aluminum Lowe 15 ft aluminum bass boat with a 40 HP evenrude for $2500. I have not put anywhere near another $1000 into it. I did have the trim motor rebuilt and the impeller replaced at the same time for about $300 (if i recall correctly). That said, if it is just you and you want shallow water usage, then a bass boat is great. If you are going to use it for anything else, or with more than at most 2 people, the get a welded aluminum V-bottom style. Bass boats are great for shallow water fishing. They are fast, but not much good for skiing, tubing, etc.

I bought a '79 16' Ranger with a 70HP about 3 weeks ago for $1800, I've taken it out 3 times without problems. I haven't put any money into it except for the necessary boating equipment. Get what your need for where you want to go. In my case it's my first boat so I wanted something with a trolling motor, fish finder, and that would scoot across the lake nicely. The Ranger was the best at what I had to choose from in my area and price range. Good deals are out there just be diligent.
