5.0 stumbles at take off

Hello all, I've been wrestling my 03' Tahoe 202 5.0 with a TBV ign system, stumbling at take off. Once it gets past the hesitation it runs fine. So I rebuilt the carb, "mercarb 2BBL" and no change. I then put it in base timing and checked, it is set to 10 deg and advances to about 14 but never any more, "I need to do some more testing to verify that is true, it may advance further it's just been a couple of weeks since I tested". This may be a key to which way to look next, when on land with the muffs on and engage the gear there is no hesitation, when you put it in the water and engage the gear is when you see the hesitation/stumble. A lot of the time it will actually die. Could I be loading up on fuel or is the fact that it only does it when you are in the water mean it is definitely in the timing? The DESA box is mounted to the Y pipe if that helps anyone. Any help would be appreciated, the wife and kids are tired of seeing the boat in the yard and not the lake.

I had read some post on this site where folks were claiming that the Thunderbolt V does not have anything on the Y pipe, only TB IV did, then some folks said sometimes the TB V's could have ignition/timing parts on the Y pipe. I just thought it would help let everyone know I have a white/red and a white/green wire going from my distributor to the DESA box on my right side Y pipe if your facing the distributor. If you have any advise for clearing things up let me know and I'll be more than glad to do it. I could be calling something by the wrong name. I can take some pics tonight and post them if it would help.
