fuses blow due to a shorts or the hot or positive lead being grounded, that is what fuses are suppost to do, keep from burning up electrical wires and or devices. I agree with Don S. you probably have a wire in the controls rubbing and grounding out thus blowing the fuse,if you can use a meter pull the fuse and check the wires on the trim switch to ground for continuity as you move the lever back and forth. if you see real low resistance (0-ohms) then that wire is shorting out to ground, probably in the lever, as that is when the fuse blows.
