Do you know how to set the choke for a cold start?
It's neutral on the shifter, two good deep pumps of the gas, set the throttle a little above idle, then crank to start. Engine should start if it's working correctly. Now if the choke is working the engine should run, maybe a little rough when it is cold. As it warms the engine should smooth out. You can check by removing the flame arrestor and looking down the carburetor, the choke plate should be closed on a cold start, then as you warm & rev the engine the choke will gradually open. When the engine is fully warm the choke plate should be wide open.
Check the obvious stuff. Fresh fuel & fuel filter? Or does that stuff share with the other motor? Is the intake manifold bolted down to the heads correctly and is the carb properly tightened to the manifold? If all this is correct is the ignition-tune up stuff up to date? If yes it's time to check the carb & fuel supply.
