Every time I check the power steering fluid level there is a hiss when opening the filler cap/dipstick. Is the power steering reservoir supposed to be pressurised like this with the engine off (sometimes for days)?
A bit of background info:
Last season I opened the engine compartment, only to find that most of the steering fluid had been dumped through the port covered by part no 2 in the diagram below.

The same part (part 2) had failed (torn by part 3, the hose clamp) letting power steering flow into the bilge. What is the purpose of the port covered by this part? Part 2 is a fragile, silicone-like rubber piece. I replaced this with a piece of 10mm fuel hose which I plugged with a brass plug and fastened both ends with beefier hose clamps.
Since then, no leaks, but I get the pressure buildup in the reservoir. Can't remeber if it was there before the rubber cap failed. Is this port supposed to be some kind of vent?
