5.7 Merc/B3- Boat Won't Restart After Running for Long Period

I have sort of an odd question that I've searched the forums for and can't quite find a solution for. The boat is a 1995 Rinker Fiesta Vee 265, engine is a 1994 5.7L Bravo TBI, serial # OF286058. When I get to the boat, it fires right up and off I go. However upon running the boat (whether at the dock or lake) for more than 10 minutes, if I shut the key off I can't get the boat started unless I wait about 15-20 minutes. The boat turns over fine, there is power to the fuel pump it just won't kick. It is like something tells the ECM not to fire. After about 10 minutes of waiting I can sometimes turn the key and the boat will fire, however it only fires once I let off of the key. If I wait longer, it will just fire like normal. It is like something is getting too hot while the boat is running which prevents it from starting and then once it cools down it fires like normal. Batteries are both brand new, a tech replaced the starter 2 years ago and the wiring between batteries/starter/alternator all seem to be ok.

however it only fires once I let off of the key.
A key switch problem maybe? Connect meter to coil and see if it get power while cranking
