5.7L max rpm is 3800

I've got a 1994 Chaparral 220SLC with a 5.7 mercruiser. When ot in gear, the rpm's will g above 3800 RPM, but when trying to run full open I get a max of 3800 no matter what prop I use.

Any ideas???????

How long has it been since the last full tune-up and compression check? What were the compression numbers?

Doesn't mean anything revving it up out of gear with no load on it. It'll easily rev over 5000 RPM in neutral even if it's only running on 4 cylinders .......
