5.7L OMC not able to reach full throttle???

I am completely new to boating and have found a deal on a boat the has service records, but i am unsure if i am in for trouble based on the fact that the boat cannot reach full throttle now for 2 years. The seller said he has not had a need to fix as he was not towing or sking anything. What kind of issues could i be in for with the boat not reaching full throttle has anyone else had this problem with these engines and what was the fix?????

Got to agree with Bubba on that.

If the throttle plates are opening all the way then there is a problem with the engine...
It could be many reasons...get it checked out.

And the fact its a OMC i would keep looking at other boats.
