5.8 ford starter slow cranking

Attemting compression checks I've noticed engine cranking seems slow and sluggish with spark plugs removed, Also when out on the lake the starter always seemed to really labor as if battery was low but it's a good fully charged 650 amp battery, luckily the motor always starts right off with just 1 crank. Today I pulled the starter, which was only being held by the top bolt, the bottom bolt was missing and the third bolt hole on the side of the starter has no where to bolt to, the bellhousing just has a blank boss undrilled? I've dissasembled the starter and it looks terribly rusty and dirty inside so I cleaned and degreased everything, now it looks pretty good and I'm going grease it up with triple guard and resemble it. Probably a wate of time but I'll know now if a good cleaning can revive a water damaged starter.

Your right, but I'm broke and the starter does work, so i'm doing the dissasemble clean and inspect procedure by the book (Cobra Service Manual) it's not hard no special tools required and I have more time than money, after all is cleaned lubed and reasembled then I will perform the load tests outlined in the book, I'll post my findings.
