5.8 OMC Cobra Stalling, No Start

Took the boat out and it was having issues stalling at idle. Once it warmed up it appeared to be better but would sometimes stall when shifting.
I got the boat back to the dock, parked and left.
When I came back to start it, the battery would not turn over. Put a new battery on and the boat would not turn over.
I am able to get fuel to the carb when priming it, and it cranks and starts to turn over, but is very hesitant then stalls again?

1992 Fourwinns 225 sundowner with a 5.8L OMC Cobra Carb motor.

Carb was rebuilt last year. It did sit this past winter with fuel still in it, but I honestly cannot recall if I added stabilizer in or not.

It doesn't turn over, but it does turn over, it does or doesn't start and then stalls

The first part of your post might be the ESA module or adjustment with it doing while shifting

It tries to start, and gets spark, and turns over. As soon as it turns over( after multiple attempts and priming it ) it stalls right out. The carb was just rebuilt last summer, and the lines were all in good condition and free of debris to what I could see. It def has fuel in the float bowl, because it sprays when priming it. But that appears to be the only time it's getting fuel is when you prime it by the lever, or by hand at the carb.

Need to use a spark gap tester, holding it close to the block can be hit and miss, and check at the coil to distributor, to see if it is constant

Remove fuel filter and dump contents into a clear container to see if there is anything but clean clear gas. Smell it to make sure it is gas and not water

I will go and do that after work today. It smelled of fuel when it was priming into the carb, and we let a small bit splash onto our finger when testing it priming. I was concerned maybe it's been getting water and the seperator is full, or maybe I got bad gas from the river side fuel station as it had just opened for the year.
