Today I was going to replace the lower end oil in my 5 HP Tohatsu just like I do every year... The bottom lower end drain / fill screw came loose with no problems..BUT no matter what i do, I can't get the top (vent/fill level)screw out.. I have tried the largest screw driver (wide blade) that I have and it won't budge..I am worried that further attempts will render the slot in the screw totally useless.. I don't want to use heat as the paint on the entire motor is like new.. Ideas???

if you dont have an impact driver you can also take your big screwdriver and wack it a few times with a hammer this should knock the corrosion loose from around the screw head and loosen the seal from around the hole

That may very well work, but you will still need an impact driver to tighten the screw back...It's not a corrosion issue, gear case screws should always be tightened by gorillas:)
