With a project motor like this, and particularly if you don't know its maintenance history, attack the motor with a plan. Don't do it all piecemeal.<br /><br />Determine year/model.<br />Get manual.<br />Check compression. (Assuming this is good)<br />Rebuild fuel system. New hoses, primer bulb, fuel pump diaphram, clean out the gas tank, and rebuild carb(s).<br />So far you will have spent about $65 including the manual, and eliminated lots of problems, and possible questions.<br /><br />Check spark and diagnose suspect components. These get expensive, so correct diagnosis is important. If you don't mind spending some bucks to breath life into your engine, replace it, and know that you have newer more reliable parts.<br /><br />I wouldn't mess with the timing. It usually doesn't move on an outboard, unless someone moves it. Plus, it can't be set properly unless it is running.
