Your a carbs could be dirty although usally a dirt or lean carb will causes the engine to die. It's hard to say without any info on the age of the unit.

if those compression readings are accurate, then sounds like you have a big problem on your hands. I have a 2001 merc 50hp and I've been trying to solve a high temp alarm I get at full throttle. I went up to the tracker service guys and asked them about it. They said, cylinders should be within 10 pounds of each other or it suggests serious engine problem which can be caused by overheating or running without adequate oil in mix.

the previous owner must have sprayed starting fluid into the top carb but the mechanic said all it needed was new prigs and seals about 400 dollars worth of repair
