I've got a 1966, 50hp Seaking and it runs great. However, sometimes if I pump the fuel line too much, it floods the engine and I have to clean the plugs to get it to start. Also, after I'm done running it, I will tilt the engine up to put the boat on the trailer. When I do this, fuel runs out of the carb. Is it time for a carb kit?

It's possible the carb float is becoming saturated because the ethanol in the gas has attacked the sealer on the float.At some point you may have to reseal the float.For now be gentle with the primer bulb,
only pump till firm.It is normal for gas to leak out when tilting the motor.
Just disconnect the fuel line to assure only that in the carb comes out.
You can also disconnect and run the carb dry.If multi carbs this may not be a good idea as some believe this creates a lean condition if one carb is dry before the other.
