50HP Evinrude can't trim the engine

1998 Evinrude 50 HP SPL Has manual Tilt Trim Lever when I move the lever to trim the engine it stays at full down It will not go up whats causing this? I had made and adjustment to the shift lever cable inside the engine case cause it wouldn't stay engaged in reverse the adjustment fixed that problem but now it won't trim up, It's All Manual Trim System.

you have the cable adjusted so it's activated the reverse lockout. This is there to lock the motor down when going in reverse. the cable has to be properly adjusted
