it is definitely not safe, you can try running a length of soft copper wire into the hole to check for a line blockage,or do a psi test,(for this you need a guage and know where to install the connector) I wouldn't think twice about ordering an impeller kit and dropping the l/u. fyi, merc. svc. manuals recommend minimum 5 psi at WOT.

Do you have water coming from your lower exhaust holes? I had a similar problem and I asked my local parts guy. His answer seemed so obvious and I felt like an idiot because I had not thought of it. Where the pee hole is attached to the engine, mine has a small elbow that the hose attaches to. You can unscrew the elbow. He told me to and see if water started flowing (although he did also offer up the idea of running a copper wire up the pee tube.) For me, mine was always spitting water out of the lower unit exhause holes so I knew the impeller was working. If yours does this too, you should try unscrewing your elbow and see if you just have crap in the tube. If so, thats a simple enough fix. If not, you may want to investigate why no water is making it to the power head.

I do have water coming out of exhaust ports, nothing from peehole,i cleaned out the elbow and still nothing, when i first found the problem i was already on the lake and had been driving around lake for awhile i then noticed nothing coming from peehole, but when i brought the boat in the side of the motor was just as cool as it was before i went out,
