50hp Merc - tilt pump motor wants to put motor up at all times

Went to launch my boat yesterday and I hear my tilt motor come on for no apparent reason when power was turned on. I already know the switch on the side of the motor is defective and always has been. Disconnected the engine tilt switch and throttle tilt switch and the pump motor shuts off when power is turned back on. As soon as I hook up the throttle switch it wants to go up. Also, the fuse on the side of the motor was blown. Last time I took the boat out, the alarm sounded while out motoring around like it normally does when the key is turned but wouldn't go off unless you bumped the key in a few times. It quit doing it so I thought it was just getting stuck or something. Now I can't get the motor down using the switches. Any ideas?
