50hp Nissan high RPM surging??

I have a 50 hp Nissan outboard on a pontton. When I idle the engine it does fine. When I rev the engine to it's capacity the engine surges erratically. Carbs are clean and have been cleaned , could problem lie in electric module. Does this module have a rev limiter made into it? Thanks

Do you have a 50 C, a 50 D, a 50 A TLDI or a 50 B TLDI?
