55 Bigtwin 25 Wiring Question

I just acquired a 55 Evinrude bigtwin 25 that had been converted to a fuel pump from a 2 line pressurized tank system. I removed the old wiring harness and everything looked normal except for 2 wires. I is grounded just below the fuel pump and the other leads to a spot under the flywheel. Could this be some sort of makeshift kill switch?

Possibly the wire coming from under the flywheel goes to a vacuum cutoff switch which may have been removed. It kills spark to one of the plugs if rpm's get too high and vacuum pressure drops. On my '56 30hp, the vacuum cutout switch is mounted above and to the right of the carburetor. The wire going to ground may be coming from the switch.
