When running the motor at low speeds the motor coughs and when I turn the low speed and high speed jets it makes no differnce. I currently have the high speed set between 1/2 & 3/4 turns out and the low speed 1 turn to 1 1/2 turns out. Are these adjustment's correct?.

Thanks

not sure about your adjustments, but you should notice a diff when turning the fuel mixture screws if not carbs are more than likley stopped up.

Sounds like you need to strip and service your carb for starters (get a service kit), then read the article on setting up your carb which is here somewhere.
Turning the needles should definitely make a difference, especially the low speed one, have you taken the needle out and inspected it? Have you tried tightening the packing nut? It sounds like it may be sucking in air past the needle packing washers, which if they haven't been changed are probably rock hard, brittle, and cracking up.
