Sounds like you are contemplating adjusting the throttle cable to set idle speed. NO, that is not how you do it. In fact, the correct way is to completely remove the throttle cable from the motor, then set idle speed while cable is removed. Then reinstall the cable and adjust it to the motor. Never adjust the motor to fit the controls, always adjust the controls to fit the motor.
It sure would help if you would tell us what motor you have. There were was a 1958 Big Twin, a '58 Big Twin Electric, and a '58 Lark. All were 35hp. Idle adjustments are different between the Big Twins and Lark.
