well today it happened to me, had to be towed in off the lake. thanks to some helpfull folks, just hope i can help them out someday.

anyway on to the problem. motor was running rough. had a feeling it was ignition related, so after a good look under the flywheel I noticed that the armature plate had a lot of play in the bow to stern direction. it would turn freely but had too much play in it. so I went deeper and found that the raised portion of the crankcase and cylinder assembly that the armature retaining ring turns on is broke off. it is also the portion that wraps around the upper crank shaft roller bearing. as far as i can tell the upper crank bearing is tight and has no play, so i doubt this was the cause, but i could be wrong.

please tell me that this can be easily fixed

Unfortunately that sleeve is part of the crankcase, block, powerhead. I've never heard of that happening and I'd be interested in what caused it. I know of no way to fix it.

Probably somebody before you came along broke it trying to pry out the crankshaft seal without the special tool. Sorry, there is no fixing it without replacing the cylinder and crankcase assembly.

could a skilled welder reattach this part and then grind off any remaining weld bead or is this pushing it?

I've repaired two engines like that over the year's, but it take's a full tear down, and a lathe to do it. Cost would be out of the question on an engine that old.
