59 GALE, NO GAS TO ONE PLUG, any suggestions

hello

i have a 1959 gale 35hp , i changed all the ignition, i checked the plugs, one is almost dry(top), the other is fouled(bottom), do i adjust the carb hi/low settings to fix that? or a carb rebuild? i pull the top plug wire and it runs the same, if i plug in top wire and unplug bottom(plug which looks fouled), makes the motor not start/run any help would be great

There are many possible answers to that question. But first, let me say that the carburetor feeds both cylinders equally, so that is NOT the problem.

A bad fuel pump (ruptured diaphragm) can cause flooding one cylinder.

A broken reed (rare) can cause on cylinder to not draw fuel.

Are you SURE you have good spark on the top cylinder? You could have two problems.

Plugs should not be "wet". That would indicate too much fuel, otherwise called "flooding". See the note about the diaphragm.

One good way to see if you have a bad diaphram, is to turn your flywheel, to where the number 2 piston is at the very bottom of the stroke and squeeze the fuel primer bulb. If you see fuel run out on the ground, from the exhaust outlet, then that is a pure sign, that your fuel pump diaphram is shot.
