I have a 5 horse johnson and I brought it from Wyoming @ 6000ft to Washington @ 2000ft.

I dont know the year but the number on the inside of the cover is 171115.

I started it and it runs on full throttle but when the throttle is reduced to start it dies.

i didn't see any screws to adjust the idel on the carb but there is a knob in the outside of the engine that says rich/lean.

Turn it toward rich. You have denser air thus you need the extra fuel to burn with it. Lean mixtures are death to a two stroke.

You may have to take the knob off to re-index it.

You may have to turn that knob a little to the rich. Of corse if you used the motor last year in Wyoming and this year it won't run in Washington you my have other problems.
