The parts diagram shows lock washers under the mounting bolts but the bolts I removed had no lock washers, just the reddish thread locker patch on the bolts. Should I just use Loctite 242 or Loctite 242 and lock washers?

If you mean #22 under #24, I would definitely be putting lockwasher in, and the red loctite.

0W696795 is the enginethat was removed.

There may have been a previous issue and maybe someone used flange bolts instead of correct fasteners. I agree, use lock washers

I have the drive plate that is item 20, but the bolt and lock washer is the same part number for both (even though they have different item numbers).
I did not want to reuse the old flywheel bolts or drive plate bolts and lock washers so I had ordered new parts from Mercruiser.
The new bolts are also flange bolts but slightly different than the old ones. The old ones were threaded all the way to the bolt head. The new ones have a small shoulder under the head of the bolt that is a snug fit in the drive plate mounting holes. This seems to eliminate any slop and hopefully centers the drive plate better than the old bolts. Also the lock washers do not fit over the shoulder on the new bolt. I'm sure if you tightened the bolt, the lock washer would spread open, but that just doesn't seem right to me.

I called Mercruiser tech support. They are supposed to get back to me in a couple days. They are checking to see if a change was implemented at some point. I looked at the drawing for the new Mercury 6.2L engine and they no longer use a lock washer under the head of those bolts

I received a reply from Mercruiser Customer Support. Here is what they said.

"Engineering states when installing the flex plate they recommend using the Loctite 271 on the bolts, torque to specification and do not use the washers. We are going to be updating that in our newer service manuals going forward."

271 is the red , high strength thread lock.

I added this info so anybody doing this job can find what they need in one place.

Here is the bulletin describing the procedure for centering the drive plate on the flywheel. (See attachment)

Just to recap, if you order the drive plate mounting bolts from Mercruiser you will receive flange bolts.
When using flange bolts, the lock washers shown in the parts diagrams will not be used per Mercruiser tech support.
After centering the drive plate with the countersunk screws described in the bulletin, install the new flange bolts using red Loctite. Be sure all of the countersunk bolts used to center the drive plate are replaced with the flange bolts.
