6 HP Johnson (no start)

I have a 1991 6 HP Johnson J6REIA that won't start cold without spraying some mixed fuel into the intake. After it starts (first or second pull) it starts great warm. What in the carb. could be plugged to cause this to happen? thanks.

If it runs and idles OK once started but just won't start cold without extra fuel then I think I would check that the choke flap is closing fully when the knob is pulled.

Starting procedure?
Gear in neutral, throttle open a little, carb fully primed, choke knob fully pulled.
