6 hp really strange problem

i have a 6hp 69 johnson that could not get more than half the rpm it should normally have
i found out that it wasn't siled on the plate between the carb and the rest of the motor. i fixed that and on the first test it got just amazing rpm, throttle response in neutral
then i shifted it into drive it would not get any rpm and was running on 1/4 of the power
i shifted it back in neutral and it ran good again

one more thing is that when i turn it off and want to start again is that the carb is half empty so could that be it but how does it run in nutral then ?

any ideas great :)

By the sounds of it you might be running on one cylinder. Take compression and spark test and see what you get.
