60 Evinrude problems-fuel? or Power pack?

I have a '90 model with the VRO disconnected. The motor starts and idles fine, and will continue up to about half throttle. 2/3 to full throttle it will begin to "cut out" and loose power, as if running out of fuel, then catch up slightly, and if the throttle is lowered back to half it will eventually catch up and run smoothly.

I have changed the fuel filter with a paper element, and replaced fuel hoses inside the cowling. I have checked the fuel pump screen and it is very clean. The motor has always been winterized and carbs fogged for storage. Sometime the float bowls drained. I have checked the tank pickup screen and it is clean. I have not taken the carbs apart for cleaning however.

Suggestions? Thoughts?

do the carbs and remove the jets you need the tool to remove the jets. i've also been told that the 4n1 husky screw drivers small blade will work on this. home depot. if you don't want to make one.
